It should be scrapped and replaced with a system based on people's ability to pay. As part of the campiagn Tom asked Karkov Diners, a local band, to record a song focusing on some of the key issues. The competition highlights the Liberal Democrats campaign 'Axe the Tax' to replace council tax with a fairer alternative based on people's ability to pay.
